Fees in the residence hall

§ 52

  1. The Rector or Vice-Rector responsible for student affairs determines the price list of monthly fees for a place/room in a dormitory and the amount of the deposit and the booking fee for each academic year after receiving the recommendation of the UMCS Student Self-Government and the UMCS Doctoral Student Self-Government, based on the data prepared by the Real Estate Management Centre after receiving an opinion from the Director of the Centre for Education and Study Services.
  2. The price list referred to in sec. 1 shall be announced by May 15 each year in the Announcement.

§ 53

  1. The resident shall pay the fees for a place in a dormitory to the indicated account no later than by the 25th day of each month.
  2. The date of payment is considered to be the date of crediting the UMCS account, both in the case of fees for a place in a Student Dormitory, as well as a deposit and a booking fee.
  3. UMCS is not responsible for the consequences of incorrect classification of the payment resulting from entering an incorrect bank account number or for other similar reasons, both in the case of fees for a place in a dormitory, as well as a deposit and a booking fee.

 

Rights and obligations of the resident of a dormitory

§ 56

  1. All dormitory residents have the same rights and obligations.
  2. A student dormitory resident has the right to:

1)     elect and be elected to the Residents' Council, if there is any,

2)     if possible, choose a room and choose roommates,

3)     if possible, change the room, room standard, or dormitory after obtaining the consent of the manager of the relevant dormitory,

4)     request the Residents' Council or administration staff to intervene in the event of a violation of his/her rights,

5)     enter and leave the building at any time of the day,

6)     use the devices in the room,

7)     use devices and rooms intended for common use, in particular, quiet study rooms, a TV room, and club rooms (if any in a given student dormitory) - on the terms set out in the present regulations,

8)     use of bed linen change once a month,

9)     receive guests according to the rules set out in the present regulations,

10)  organize social meetings on the terms set out in the present regulations,

11)  be accommodated in a coeducational room, after submitting a written statement to the manager of the relevant dormitory, the template of which is attached as Appendix 11 to the present regulations,

12)  have a properly trained and specially marked dog, in particular, a guide dog for a blind or dim-sighted person and an assistant dog for a physically disabled person, which facilitates the disabled person’s active participation in social life. The possibility of having an assistance dog does not release a person with a disability from liability for damage caused by an assistance dog. This responsibility is full and does not depend on whether the act was culpable or not.

§ 57

  1. A student dormitory resident is obliged to, in particular:

1)     comply with the rules of good manners, safety, and order regulations related to the functioning of the dormitory,

2)     make regular payments for accommodation to the indicated UMCS bank account number by the 25th day of each month for a given month, in the case of delays in payments together with statutory interest for arrears. In the case of delays in payments on the day of checking out, statutory interest will be charged for each day of delay, the interest is payable in cash at the reception desk or administration of the dormitory;

3)     comply with the provisions of the present regulations,

4)     behave in accordance with the principles of social coexistence,

5)     comply with applicable regulations regarding upbringing in sobriety and counteracting alcoholism,

6)     comply with applicable regulations on counteracting drug addiction,

7)     comply with labour health and safety and fire regulations,

8)     carry out housekeeping orders of the dormitory administration,

9)     respect the property constituting the equipment of the dormitory,

10)  inform the dormitory administration about any noticed defects or damages and destructions of the property of the dormitory, including making entries about defects in the relevant registers at the reception desk,

11)  maintain proper cleanliness in their room and in rooms intended for common use, including regular cleaning of the room/unit,

12)  present a valid resident card with a current photo to the receptionist without being asked to, each time he/she enters the premises of the dormitory,

13)  present the resident card to the employees of the Student Dormitories, the Rector’s Proxy for Student Affairs, representatives of the UMCS administration, security, Residents’ Council, or the Student Housing Estate Council on each request,

14)  leave the key to the room at the reception desk each time they leave the dormitory unless other rules have been established in a given dormitory,

15)  segregate waste.

§ 58

  1. Residents have the right to organize cultural and social meetings in their rooms or in the club room (if there is one in the dormitory).
  2. Social meetings held in the rooms require the acceptance of co-residents and must obey the rules of the quiet hours in the dormitory.
  3. The dormitory manager may grant permission to extend the social meeting beyond the quiet hours. The extension of the meeting time should be notified in writing and requires the consent of co-residents.
  4. The organizer of a cultural or social meeting indicates the person responsible for conducting the meeting and provides the name list of participants along with the written consent of the Residents’ Council to the manager of the dormitory.
  5. Participants of meetings organized in the student dormitory on the terms set out in the present regulations may stay after 11:00 p.m. only in the club rooms where meetings are organized.
  6. The resident receiving guests is responsible for their stay in the dormitory.

§ 59

  1. The resident takes full responsibility for the property entrusted to him/her and is obliged to return the property entrusted to him/her unchanged in terms of quantity and quality as part of proper use.
  2. Residents are financially responsible for items provided for individual or common use and any culpable damage on the premises of the dormitory caused by their fault or the fault of their guests.
  3. The person who caused the damage is liable for destruction or damage to the room or its equipment. If it is impossible to determine the perpetrator of the damage, the residents of a given room are jointly and severally liable for the damage.
  4. If it is impossible to determine the person who caused the damage, all residents of the unit are jointly and severally liable for the property in the common part of the residential unit (bathroom, hall, kitchen, etc.).
  5. The person who caused the damage is responsible for the destruction or damage to the equipment of the common part of the Dormitory (staircases, corridors, elevators, etc.). If it is impossible to determine the person who caused the damage, the residents of a given floor or all residents of the dormitory are jointly and severally liable. Decisions in this matter are made by the Vice-Rector responsible for student affairs at the request of the head of the Student House.
  6. The cost of destruction or damage to the equipment of the dormitory is determined based on the valuation of repairs or the cost of purchasing new equipment made by the manager of a given dormitory. The manager of the Dormitory may consent to repairs of the equipment or renovation of the rooms by the resident.
