Rector’s Ordinance of May 26, 2020 on providing safe housing conditions in UMCS dormitories during the COVID-19 epidemic

on providing safe housing conditions in UMCS dormitories
during the COVID-19 epidemic

Pursuant to § 19 section 19 of the Statute of the Maria Curie-Skłodowska University of May 29, 2019 and in relation to the Act of March 2, 2020 on special solutions with regard to the prevention, counteracting and eradication of COVID-19 and other infectious diseases and crisis situations caused by them (Journal of Laws of 2020, item 374 as amended) it is ordered as follows:

§ 1

1. In dormitories of the Maria Curie-Skłodowska University in Lublin until further notice

1) it is prohibited:
a) to visit people living in dormitories, including residents of other dormitories,
b) to relocate to different dormitories among students,
c) to leave dormitories between 11 p.m. and 7.00 a.m. with the exception of an urgent, unforeseen and absolutely necessary need, after prior notification to the dormitory administration,
d) to organise gatherings in dormitories.

2) it is ordered:
a) to maintain social distance at least 2 metres during movements in dormitories in parts intended for general use,
b) to stay, in parts intended for general use in the dormitory i.e. in particular in kitchens, sanitary and hygienic rooms, bathrooms and lifts, in accordance with the recommendations regarding the number of people who can be there at the same time with maintaining minimum 2 meters distance,
c) to wear mask and nose protections by all persons (employees and residents) using parts intended for general use, i.e. corridors, staircases, kitchens, laundries, common rooms, lifts, sanitary facilities, bathrooms and offices,
d) to disinfect hands after the entrance to the building;

3) it is recommended:
a) to maintain personal hygiene in accordance with the issued announcements of the Chief Sanitary Inspector,
b) to take special care to leave neatness and cleanliness after using rooms and equipment intended for general (common) use,
c) to follow the recommendations of the Minister of Health provided in the announcements published via the mass media as well as information posted on the UMCS website,
d) to contact by phone or email in administrative matters,
e) to measure body temperature after each entrance to the dormitory (touchless thermometer, if it is available at the reception desk).

2. The restrictions referred to in item 1 section 2 lit. a, shall not be applied to close relatives living in a given dormitory, i.e. spouse, siblings, children, persons in relationships of adoption, families living together or persons living together in a given room.

§ 2

1. If a resident of a dormitory notices disturbing symptoms suggesting the infection of coronavirus, such a person should immediately be instructed by the dormitory administration about the necessity to report as soon as possible to the nearest infectious ward for consultation with a doctor. If such a person does not have own means of transport and calls emergency medical services, he/she shall wait for the transport in a designated room in order to isolate him/her from other people as well as refrain from moving around the parts intended for general use.

2. In connection with the occurrence of the situation referred to in the aforementioned item 1, the dormitory administration shall notify the local Sanitary and Epidemiological Station and strictly follow the issued instructions as well as shall report the case to the student house management.

3. The dormitory management shall take steps to safeguard the other residents of the dormitory, including determining the area where the dormitory resident referred to in item 1 was moving and staying, instructing the routine cleaning in accordance with specific procedures as well as disinfecting touch surfaces (door handles, handrails, handles, etc.). The dormitory management shall determine the list of persons (if possible) present at the same time in the part/parts of the building where the dormitory resident referred to in item 1 was staying as well as shall recommend following the recommendations of the Chief Sanitary Inspector available on www.gov.pl/web/koronawirus and www.gis.gov.pl  referring to persons who have had contact with the infected persons.

§ 3

Persons who left the dormitory during March 11 – May 25, 2020, can reside in the dormitory in accordance with the following rules:

1) the accommodation in the UMCS dormitories shall be possible only for persons who are students /doctoral students/employees of UMCS and:

a) lived in the dormitory acc. to as of March 11, 2020,

b) are students/doctoral students of the courses which are planned to continue classes in the stationary form, in particular, experimental laboratories, artistic classes, student’s internship or people conducting scientific research,

c) are healthy as well as are not in quarantine or epidemiological surveillance.

2) leaving items in a specific dormitory during the period from March 11 to May 25, 2020 is not tantamount to the possibility of being accommodated in the same dormitory or in the same room;

3) the accommodation in UMCS dormitories will be possible starting from May 29, 2020 between 9-14 in accordance with the date and time of entry for a particular person to the given dormitory, up to July 31, 2020;

4) the accommodation in the dormitory will take place in the following order (the limit of places in particular dormitory is taken into consideration), subject to section 5:
            a) Kronos dormitory,
            b) Jowisz dormitory,
            c) Femina dormitory,
            d) Ikar dormitory,
            e) Helios dormitory;

5) persons will be accommodated individually to rooms where are no items left by persons previously living there. The restriction shall not apply to close relatives i.e. spouse, siblings, children, persons in relationships of adoption, families living together subject to section, subject to section 1-4 and 6;

6) persons interested in residing in the dormitories are obliged to contact the Student Affairs Office, Centre for Training and Study Services (Polish: Biuro Spraw Studenckich Centrum Kształcenia i Obsługi Studiów) phone number: (081) 533-86-27, email: akademik@poczta.umcs.lublin.pl to determine the possibility of accommodation, including the day and the time of entry to the dormitory.

§ 4

Persons living in dormitories as of the day of issued this ordinance, have the option of living in their present rooms, without following the rules referred to in § 4 section 5 not longer than until July 31, 2020, subject to § 6 item 3.

§ 5

The persons referred to in § 3 and § 4 shall pay fees for a place in a dormitory in accordance with the price list of May 15, 2019 on determining the amount of monthly fees for a place in UMCS dormitories in the academic year 2019/2020.

§ 6

1. Taking back items left in rooms in dormitories will be possible for interested persons after June 2, 2020 in accordance with a separate announcement of the Rector of UMCS.

2. There is no possibility to be in quarantine in the dormitory.

3. In particularly justified cases, such as in particular: the inability to return to the country of origin, the necessity to carry out research including the necessary ones to write the thesis, the realisation of internship (unless it can be done remotely or, for instance, in a place of permanent residence), the persons referred to in § 3 and 4 may live in the dormitory during the summer period with the consent of the Director of the Centre for Training and Study Services or the Head of Student Affairs Office and pay fees for a place in a dormitory in accordance with the price list of May 15, 2019 on determining the amount of monthly fees for a place in UMCS dormitories at UMCS in the academic year 2019/2020.

§ 7

The ordinance shall become effective on the day of signature and shall apply until September 30, 2020.
