Academic and Analytical Lublin Triangle

On May 29, 2023, at the Crown Tribunal in Lublin was signed a declaration on the creation of the Academic and Analytical Lublin Triangle, which is a network-organized structure of cooperation between academic and analytical institutions from Poland, Lithuania and Ukraine dealing with the study of international relations. In the group of universities, the parties to the agreement and cooperation partners are:

  • the Institute of Political Science and Administration of UMCS,
  • Faculty of Public Governance and Business, Mykola Romero University from Vilnius,
  • Faculty of Political Science and Diplomacy, Vytautas Magnus University from Kaunas,
  • International Relations Faculty, Ivan Franko University from Lviv and
  • the Institute of International Relations, Taras Shevchenko National University from Kiev.

The analytical centers that have signed the declaration include:

  • the Central European Institute (IEŚ) in Lublin,
  • the National Institute of Strategic Studies,
  • the Foreign Policy Council "Ukrainian Prism",
  • the Center for Strategic Studies and the Institute of World Policy.
Apart from IE, the above-mentioned analytical centers are based in Kiev. The initiator of signing the declaration is the Institute of Political Science and Administration of Maria Curie-Skłodowska University in cooperation with the Institute of Central Europe in Lublin.

The unique formula of the organization of the Academic and Analytical Lublin Triangle should be emphasized. It is a network structure, integrating academic and analytical institutions with their respective separate but complementary perspectives on the study of contemporary international relations. Forms of organization and activity of the "Triangle" were agreed. It is planned, among others preparing joint reports, expert opinions, cyclical conferences and publications, conducting joint research and applying for grants for such research, developing cooperation in the field of education.

Several factors conditioned the creation of the Academic and Analytical Lublin Triangle. Firstly, political inspiration in the form of the creation of the "political" Lublin Triangle on the basis of the declaration signed in Lublin on July 28, 2020 by the foreign ministers of Poland, Lithuania and Ukraine. Its goals include, among others: strengthening people-to-people contacts and cooperation between scientists and experts. Secondly, the realization by the mentioned academic and analytical centers from Poland, Lithuania and Ukraine that radical changes in the global international order, accelerated by Russia's aggression against Ukraine, cause that in the political centers of the states forming the "Lublin Triangle" there is an increasing demand for knowledge about these changes, imperial power projection by Russia, and recommendations necessary to optimize political decisions and actions. Thirdly, the conviction of the need to strengthen regional cooperation of the above-mentioned states in the conditions of a common geopolitical location and sense of threats, but with the awareness of centuries-old historical and cultural ties, European heritage and values, and respect for national historical sensitivities. This means recognizing Ukraine as a country belonging to Central Europe. And in this context - fourthly - striving to support the perspective of Ukraine's membership in the EU and NATO and other European formats of multilateral dialogue.


The created Academic and Analytical Lublin Triangle is to serve several purposes.

Firstly, providing political decision-making centers of the Lublin Triangle states with academic and expert knowledge and recommendations on the acceleration and new quality of changes in the geopolitical space of the region and the globe.

Secondly, strengthening, as a result of cooperation, the quality of scientific research in the field of international relations, their value for political practice, and thus, through regional cooperation, strengthening the position of universities and analytical centers forming the Academic and Analytical Lublin Triangle in the European and global research and education space.

Thirdly, strengthening the presence and position of Ukrainian academic and analytical centers in the above-mentioned research and educational spaces.
